eTag Not Working
Did you enable Location Services access for Find My ? Following below for setting. Also choose "While Using the App" and turn on the "Precision Location" as well.
Settings -> Privacy -> Location Services -> Find My
Should you try to remove and reinsert the battery to power up eTag again?
You have to open the battery cover and reinsert the battery again. Then you will hear a "beep" sound and do the pairing with iOS device within 1C minutes.
Should you try to factory reset eTag can help ?
Insert provide tool/ paper clip pin into the hole, the battery cover will bounce to open.

Should the pairing process is over 10 minutes after eTag power up ?
You have to open the battery cover and reinsert the battery again. Then you will hear a "beep" sound and do the pairing with iOS device within 10 minutes.
Make sure you are not using "Managed Apple ID".
Apple clearly states that if your iOS/ iPad OS devise is using Managed Apple ID, you cannot set up an eTag. If you want to use Managed Apple ID to work with eTag, pis consult Apple technical support/ Apple Support page.
eTag not Updating
There are several possible reasons cause eTag locations not updating, including Bluetooth issues, poor Wifi or cellular data connectivity, iCIoud issues, Find My app bugs, misconfigured settings and dead batteries... etc.
eTag is a Bluetooth tracker (not GPS tracker), it sends signal to nearby Apple devices, allowing it to communicate with the Find My network. Find My then sends it's location to iCIoud.
It's location update relies on surrounding iOS devices availability and network connectivity situation, it's not real time location update and may have delay reasonably.
Should the Find My iPhone is turned ON ? Go to following
"Setting" -> [your name apple ID] -> scroll down and select "Find My" -> turn on "Share My Location" -> select "Find My iPhone" and turn on it's toggle.
If above doesn't work, try to Reset Network settings can help ? Following below to do.
Go to Settings and navigate to General,
Scroll to the bottom and tap on "Transfer or Reset iPhone"
Tap on Reset and select "Reset Network Settings"
